日本と韓国は、自由、民主主義、基本的人権、法の支配など普遍的な価値を共有し、両国ならびに東アジア地域、世界における平和と発展に大きな責任と利益を分かち合う最も重要な隣国同士です。有史以来、様々な分野で培ってきた善隣友好関係を 21 世紀にふさわしい関係に発展させるべく、歴史を俯瞰しながら過去・現在を直視し未来志向的な信頼関係を構築していかなければならないと確信しています。
署名発起人である｢在日韓国青年会｣は、韓国をルーツとして日本に居住する青年で構成された団体です。両国の友好親善増進に努め、居住国である日本社会の発展に寄与すべく日々努力しています。しかし、残念ながら昨今の両国関係の悪化や極端なナショナリズム高揚、そして一部の排外主義者たちによる言動に良心ある多くの人々が胸を痛めています。この度私たちは善隣友好の精神に則り、「在日」をはじめとする外国籍住民や特定の人種・民族に対する排外主義に反対し、より豊かで開かれた社会創造を希求するために下記の通り署名活動を行ないます。
外国籍住民である私たちと、共に生きる多くの日本の方々とが手を取り合い、何人も差別や偏見のなきよう日本国内での人権救済機関設置と包括的な外国人人権基本法制定を訴えます。

1. Foreign nationals living in Japan want a country that is free of discrimination and prejudice. To improve trust and for the effective protection of human rights, we request that a human rights protection organization, independent of the government, be quickly established in Japan.

2. We want a country that ensures the basic human rights of foreigners and ethnic minorities in Japan, fairly and without discrimination, and the enactment of a human rights legal system, including a law of fundamental human rights for foreigners, that will provide comprehensive assurance for the rights and legal standing of permanent resident foreign nationals.

 Japan and South Korea are close neighbors who share many universal values, such as freedom, democracy, fundamental human rights, and the rule of law. Both countries have a significant responsibility, as well as a strong national interest, in peace and development between the countries, in the East Asian region, and globally. We believe that the close neighborly relationship that has been built up between the countries throughout history needs to be developed into a fully 21st century relationship. This relationship should be based on trust and look towards the future, but should also has an eye on history and be able to look honestly at what happened in the past, and what is happening now.

This petition has been initiated by the Korean Youth Association, an organization formed by youth with roots in Korea who are living in Japan. The association works hard every day to make a contribution to the development of the Japanese society in which we live, and to further strengthen the ongoing good relationship between the two countries. There has recently been, however, an unfortunate souring of this relationship and a rise in extreme nationalism, and the words and actions of some xenophobic individuals have been the cause of great concern to people of conscience. In the spirit of good neighborly relations, we are gathering signatures as a protest against the xenophobia towards not just people of Korean descent living in Japan, but all people with a foreign nationality or of a unique race or ethnicity, in an effort to create a more peaceful and open society here in Japan.

We, foreign national residents of Japan, in collaboration with the majority of Japanese nationals that we live in harmony with, request the creation of comprehensive fundamental laws for the human rights of foreign nationals living in Japan, and the establishment of an organization for the protection of human rights, to help make Japan a place free of discrimination and prejudice.

외국적주민인 저희와 함께 살아가는 많은 일본의 여러분들이 손을 마주잡고 어느 누구도 차별과 편견이 없도록 일본국내의 인권구제기관 설치와 포괄적인 외국인인권기본법 제정을 호소합니다.
